But how do I configure this in a Windows environment ?
Is it possible to do it all from one command line ?

First you stop writing anything uppercase because for wput ftp:// ist not
FTP://
So back on your shell, you type:
export ftp_proxy=http://user:pass@proxyhost
and then call wput
wput test.txt ftp://ftp.test.com/pub/test.txt
This will only work for wput-0.5. In 0.4.x you'll have to use a wputrc-file
(see doc/wputrc for a sample). Create it in the current directory and:
export WPUTRC=wputrc (assuming that you call it wputrc)
Then wput will use the proxy-settings of that file and you go:
wput test.txt ftp://ftp.test.com/pub/test.txt
