It seems as though this is the classic time-zone-problem. When you ls, the
output says, they were modified 10:11, but when wput LISTs remotely, the
ftp-server says, they were modified 14:11 therefore wput thinks that the
remote files are newer. To prevent this, you can set time-zone-offsets using
--timeoffset or a wputrc-file as described in the man-page.
I'm still interested in the debug output in case wput hangs, which seems new
to me.
