What I assume currently is that there's only little time-difference between 
remote files and local ones. Since often different computers have slightly 
different times, there is a configurable amount of time-deviation in which 
wput assumes the remote files as "older". Take a look at wputrc and set 
timedeviation to a lower or higher value. Maybe it works, otherwise I'd have 
another look at the debug-outputs.
